Multiple Vehicle accident?

On monday I pulled up to a red light at an intersection. The car to my right runs the light and hits a red toyota on their rear driver side door. The car that ran the light left the scene while the red toyota is now pointing towards stopped on coming traffic where I'm at. The red toyota still on the gas going straight towards me, passes 6 lanes, a total of 82ft shown by google maps, hits me directly in a head on collision. Is the red toyota's insurance liable for my damages since she had enough time to stop and avoid hitting me?
