If a cell phone company gives out your information to someone not on the account, does that violate any laws?

If an ex-wife goes to yor cell phone company, claims to be your present wife,shows NO ID, and she is given all your information, can the cell phone company be held liable? Is this a civil rights violation or is this a privacy act violation?(The ex-wife was charged with F4-Identity Theft)
