If I request my employer takes extra withholdings each check, and they disregard it, are they liable? ?

No, because the legal responsibility for ensuring that your withholding is correct is yours. Your employer provides you with a check stub that should provide details. If it's incorrect, you must go back and ask them to change it again. But even if they failed repeatedly to do so, they wouldn't be liable financially.
