Doesn't the US constitution require a yearly budget?

Isn't Congress required to provide the American taxpayers with a detailed description of how they plan to spend the Nations tax revenues? What are the consequences of not doing so? Can they be held liable for the misappropriation of those revenues, if they fail to submit a budget.?
