Will my sister ever change or get worse?

So my sister has always been a trouble make since she was about 3 she always used to break things spill stuff and scream. But this behavior continued until 6 7 and 8. Now she is 9 and is at her worst she only cares about herself and her friends. She listens to her friends instead of her mom and she swears and screams when she is called on for her mistakes. She takes no responsibility for anything and she is so lazy and careless for example she doesn't brush her teeth she doesn't wash her hands before eating and she never cleans up after herself even though she is asked very nicely and repeatedly. She always leaves her things all over the house and likes to be dirty. She acts really tough at home screaming at my mom and hitting her but she listens and does what ever her friends want her to do. She listens to her friends but not her mom. She also never takes a shower unless she is reminded her room is always dirty and my mom has to clean it for her every time. She is clueless to her bad behavior. Will she grow out of this and become responsible and independent or will she be like this for ever. How can we help her at home she is driving my family crazy!!.
